Health Plans

Arlington County offers four plans to suit your unique healthcare needs. Highlights of the plans are below.

Kaiser Permanente Signature HMO

  • Provides one-stop medical care at Kaiser facilities throughout the DC metro area
  • Coverage for non-Kaiser providers only in case of emergency

There are three Cigna plans to choose from: Open Access Plus In-Network (OAP IN) Coinsurance, Open Access Plus In Network (OAP IN) Copay, and Open Access Plus (OAP).

All Cigna Plans Offer:

  • Nationwide network of providers
  • No referrals needed for specialist care
  • Emergency and Urgent Care covered 24/7 worldwide

What are the differences among plans?

Open Access Plus In-Network (OAP IN) Coinsurance

  • Choose the doctors, health professionals and facilities within the Cigna OAP network
  • You pay 10% of the allowable cost for services; the plan pays for 90%
  • No deductible

Open Access Plus In-Network Copay

  • Choose the doctors, health professionals and facilities within the Cigna OAP network
  • You pay a flat dollar copay for services
  • No deductible

Open Access Plus (OAP)

  • Premiums are higher with this plan, but the plan offers maximum flexibility
  • Choose the doctors, health professionals and facilities that are right for you
  • Select a provider within the Cigna OAP network and pay 10% of the allowable cost for services
  • Select an out-of-network provider and you first pay a deductible. Once you meet the deductible, the County pays 70% of allowable charges. You generally pay 30%, but may also be responsible for costs above the allowable charge.

Dental Plan

  • Dental coverage through Delta Dental of Virginia (Delta Premier and Delta Preferred networks)
  • Access to non-network providers
  • 100 percent preventative/diagnostic service coverage (e.g., teeth cleanings, X-rays)
  • 80 percent basic service coverage (e.g., fillings)
  • 50 percent major service coverage (e.g., crowns)
  • $1,500/year maximum coverage
  • Basic and major service annual deductible: $55 (individual); $110 (family)
  • 50 percent orthodontia coverage for children under 19 ($1,250/person lifetime maximum)

Health & Flexible Spending Accounts

  • Money set aside from your paycheck on a pretax basis
  • Coverage for items not covered by your health or dental insurance (e.g., co-payments, coinsurance, contact lenses)

Health Care Spending Account

  • Money set aside on a pretax basis up to $2,550/year
  • Coverage for items not covered by your health or dental insurance (e.g., co-payments, coinsurance, contact lenses)
  • You can roll over $500 of unused healthcare FSA funds into the next plan year.

Dependent Care Spending Account

  • Money set aside on a pretax basis up to $5,000/year
  • Coverage for dependent care expenses — specific rules apply


Defined Benefit Plan

  • Mandatory personal and county contribution for guaranteed monthly lifetime retirement benefits
  • 4 percent general employee contribution
  • 7.5 percent public safety employee contribution
  • Pretax contribution paycheck deductions
  • Full vesting after five years

401(a) Defined Contribution Plan

  • 4.2 percent county contribution for general employees
  • After-tax contributions

457 Deferred Compensation Plan

  • Pretax contributions to 457(b) and/or after-tax contributions to Roth 457(b)
  • 100 percent county contribution match up to $20/paycheck

Workplace Wellness

  • Workplace wellness initiatives through the HealthSmart Wellness Program HealthSmart300x200
  • Personal wellness development
  • Daily classes such as Pilates, yoga and core strengthening/conditioning
  • Free supplemental health-care services through the HealthSmart Wellness Clinic:
    • Wellness screenings
    • Basic lab tests
    • Health-condition consultations (e.g., high blood pressure, diabetes and other chronic conditions)

Commuting Benefits

Bike/Walk to Work

  • Benefits for employees commuting by non-motorized transportation (e.g., walking, cycling) for more than 50 percent of their workdays
  • $35/month subsidy; prorated for part-time employees

Mass Transit Subsidy

  • Subsidize 80 percent of your commuting costs up to $130 per month maximum
  • Subsidy applicable to Metrorail, Metrobus, ART, MARC, VRE, OmniRide, Ride-On, DASH and van-pools
  • Benefits issued monthly onto a SmarTrip Card

Additional Benefits

Life Insurance

  • Life insurance benefit equal to one times your annual salary
  • Option to purchase from one-half up to five times your annual salary in supplemental life insurance

  • Vacation leave starting at 13 days/year
  • Up to 26 days/year with 12 or more years of employment
  • Annual leave carryover of a maximum 280 hours

Long-Term Care Insurance
